Program Director, SERI/IMCB Program in Retinal Angiogenic Diseases (SIPRAD)

The Institute of Molecular and Cell Biology (IMCB) is a leading research institute in biological sciences funded by the Agency for Science, Technology and Research (A*STAR). Singapore Eye Research Institute (SERI) is the national body for ophthalmic and vision research in Singapore, and is one of the largest research institutes in the country. Together, IMCB and SERI are developing an industry-standard research platform in retinal angiogenic diseases that leverages the complementary expertise of SERI & IMCB in clinical and preclinical science to identify and validate novel biomarkers and targets, and evaluate potential anti-angiogenic therapeutics in partnership with the pharmaceutical industry.

We are now inviting suitable candidates to apply for the following position:

Program Director, SERI/IMCB Program in Retinal Angiogenic Diseases (SIPRAD)

Overview of Role

The Program Director will have the primary responsibility for strategic planning, business development and daily operations of SIPRAD. The Director will report to the Joint Steering Committee and platform Principal Investigators.

Specifically, the Program Director will have primary responsibility for 5 key areas within SIPRAD:

  1. scientific project development and management

  2. business development and Pharma engagement

  3. grant management

  4. human resources related to the program

  5. program publicity/ corporate affairs

The goal is to ensure these key areas ultimately contribute to the development and promotion of SIPRAD as a high profile, internationally renowned research enterprise that generates revenue through Pharma partnerships.

Key Responsibilities:
Scientific Program Development and Management

  • Overall leadership and responsibility for development, planning and execution of a robust and commercially viable scientific program that achieves its scientific and business milestones according to a defined timeline

  • Manage all aspects of study activities and ensure that studies are completed according to defined timelines

  • Collaborate with a variety of internal and external partners and stakeholders, such as clinical investigators, scientists and key opinion leaders (KOLs), as well as multidisciplinary internal groups, including research, business development, commercial operations, legal, etc

  • Create an internal culture of focused execution of world-class science and delivering outcomes that are both commercially viable and ultimately benefit patients

  • Provide continuous feedback to Joint Steering Committee, Principal Investigators and collaborators on strategies to support the successful development, coordination and management of the program

  • Provide analyses for evaluating new research opportunities and collaborations tailored to the needs and interest of the SIPRAD Program and the Institute as a whole

  • Build effective links and maintain networks with academic and professional staff involved at all levels across the Host Institutions, and international collaborators associated with SIPRAD

  • Attend meetings and associated research events as required

Business Development and Pharma Engagement

  • Primary point of contact, with responsibility for the development and maintenance of all interactions with Pharma and biotech companies as well as all internal/external academic collaborations

  • Responsible for generating a revenue stream based on the development of commercially viable partnerships (fee for service and/or co-development) with the Pharma industry

  • Responsible for generating commercially viable projects stemming from projects that develop and ultimately out-license ‘in house IP’

  • Stay abreast of internal and external scientific and commercial/market developments, trends and other dynamics relevant to the goals of SIPRAD to develop and maintain SIPRAD’s competitive advantage

Grant Management

  • Key point of contact for Host Institutions, funding agencies, local and international investigators, collaborators and international advisory board

  • Work closely with other key program members, management of staff, shared services staff and senior staff in collaborative organizations to coordinate an integrated approach to research service delivery based on best practice models across the range of planning requirements
  • Work in partnership with the Finance Departments of the Host Institutions, funding agencies, local and international collaborators in ensuring grant/ project budgets matters are effectively addressed

  • Ensure effective management of budgets, funds and resources allocated by the Host Institutions and funding agencies to the various studies in the SIPRAD Program

  • Planning and prioritizing the most effective use of resources required to support new and existing studies, sub-studies and collaborative work to ensure study objectives are met within the time frame and budget constraints

Human Resources/ Staff Management within SIPRAD

  • Work in partnership with the Human Resource Departments of Host Institutions, funding agencies, local and international collaborators in ensuring new staff hires are processed in accordance to budgetary constraints

  • Lead and manage the staff to achieve optimal individual and team performance. This includes staff recruitment and retention, motivation, performance appraisal, training and development and assisting the IMCB and SERI Directors on career development issues

  • Build a research-focused, results-oriented culture and a collaborative, positive and healthy team environment

  • Build and structure the project team to ensure the maximum performance by providing purpose, direction and motivation to team, clarifying and communicating project objectives and success criteria

  • Provide leadership, vision, support and direction in coordinating and implementing the use of best, practical and cost-effective methods and apply lessons learned from previous projects

  • Provide mentoring and coaching to project team members, as appropriate

  • Team building and professional development among the SIPRAD staff to support further development as the Program continues to evolve and change

  • Ensure the identification, training, supervision, and mentoring of at least one deputy staff member to guarantee the smooth running of the group when the Program Director is unavailable

Program Publicity/ Corporate Affairs

  • Work closely with Program Directors, Principal Investigators and funding agencies to ensure proactive and effective marketing of the studies/projects to appropriate channels such as public, community bodies and prospective collaborators both locally and internationally

  • Develop and implement an effective scientific publication strategy that is aligned with business development needs and maintenance of SIPRAD’s patent portfolio

  • Develop and implement an effective strategy for generating exposure for the Program to local and international, current and potential collaborators

Requirements :

  • MBBS/PhD in a biological discipline +/- MBA
  • Experience in multinational pharmaceutical organizations

  • Learning all techniques associated with retinal angiogenic disease models and experiments
  • Ensuring that all animals studies are conducted with the highest possible regard for animal safety and humane treatment
  • Develop expert knowledge of the scientific literature pertinent to the goals and objectives of SIPRAD, including a thorough and expert understanding of animal models of retinal angiogenic diseases
  • Expected to take on the role of SIPRAD IACUC Chair in the future

Requirements:

  • Board-certified Veterinary Surgeon with a Bachelors/Masters Degree

Network Engineer / Network Support Officer

Job Scope:
